Configure Google Cloud VM as Global-Active Device Quorum

This guide provides instructions to deploy a virtual machine on the Google Cloud Platform and configure it to be an iSCSI target. The end objective is to leverage volumes from the iSCSI target virtual machine as quorum volumes for global-active device (GAD).
