AI Data Centers are Pushing U.S. Power Grids to the Brink

With the rapid expansion of AI adoption, data center construction is accelerating around the world. Behind this boom, however, lies a growing concern: a serious shortage of electric power, as supply struggles to keep pace with soaring demand. Nowhere is this issue more visible than in the United States.

Despite having sufficient generation capacity, the U.S. power sector faces a structural problem known as “interconnection queues.” Regulatory approvals and grid-connection constraints prevent new generation from delivering electricity when and where it is needed. This bottleneck was addressed recently by a team of companies within the Hitachi Group, who consulted on a project for Southwest Power Pool (SPP) — a regional transmission organization that manages the electric grid and wholesale power market for part of the United States.

Why the Power Grid is Breaking Down

In recent years, electricity prices in the United States have risen faster than overall inflation. Between 2020 and 2024, residential electricity prices in the U.S. increased by 25%. The main drivers are the cost of upgrading aging infrastructure, and surging demand from data centers fueled by the AI boom. 

Shawn Monroe of Hitachi Vantara, who leads data infrastructure development, explained the scale of the challenge: “For the past 100 years, electricity demand in the U.S. grew at a modest annual rate of 1–3%. But projections show growth of 33–35% in 2025 and nearly 40% in 2026. That means a 300% increase in infrastructure load in just three years—far too rapid for infrastructure designed to last more than 50 years.”

This surge is hitting regional transmission organizations (RTOs) like SPP particularly hard. RTOs manage large-scale transmission grids and review interconnection requests from power plants and data centers. Today, they are under intense pressure to improve efficiency while expanding infrastructure.

Grid Infrastructure is Creating an Industry-wide Lag

SPP is one of the RTOs approved by the U.S. Federal Energy Regulatory Commission (FERC). SPP manages a vast power grid spanning 37 states, making it the second-largest RTO in the country.

“RTOs are responsible for evaluating interconnection requests from generation developers,” Monroe explained. “When a developer proposes a new generator at a certain location, the RTO must simulate how that power will flow through the grid and identify where stress or congestion may occur.”

If weaknesses are found, developers must fund the necessary upgrades—but it is the RTO’s responsibility to identify those issues and deliver a detailed analysis report.

At SPP, the process of evaluating new generation projects—surveying the entire grid and producing analysis reports—took an average of 27.5 months. For large-scale projects, adding construction, commissioning, and interconnection meant that it could take more than five years before operations began. On top of that, grid interconnection requires extensive studies, simulations, and complex engineering analyses. Delays in this process create a “waiting state,” where generation resources are ready but cannot deliver power. Meanwhile, new data centers continue to connect to the grid, increasing demand.

SPP estimated that if interconnection approvals continued to lag, reserve margins could plunge from the current 24% to a dangerous 5% by 2029. To address this urgent challenge, the Hitachi Group formed a team comprising six sub-companies, who addresses every aspect of the challenge from upstream planning to AI infrastructure.

The team effort exceeded expectations. SPP initially targeted an 80% reduction in analysis time, but actual performance went even further. One process that previously took nearly three weeks was reduced to less than one hour.

Addressing the Problem With an End-to-End Solution

Why was Hitachi—rather than a traditional utility vendor or an AI specialist—able to solve SPP’s problem? Bo Yang, who heads the R&D team at Hitachi America, points to three reasons: an end-to-end approach, the integration of IT and OT (operational technology), and deep engagement with business processes.

“What matters is not improving a single piece of software or hardware, but eliminating bottlenecks across the entire analysis process,” she said. “Many AI vendors rely solely on historical statistical data. But power grids are mission-critical systems that constantly change. When faced with unknown conditions, such models lose accuracy and cannot be trusted in real operations.”

Hitachi went further by redesigning operational processes using design thinking and developing physics-based AI grounded in decades of OT expertise—ensuring safety and accuracy in real-world grid environments.

The Role of Physics-based AI in Energy Grids

Yoshimitsu Kaji, Senior Principal of Lumada Innovation Hub, notes that while generative AI dominates today’s headlines, such models are often criticized for producing “plausible but incorrect answers” known as hallucinations.

“In the world of social infrastructure like power grids, even a single mistake is unacceptable,” Kaji asked. “How did you ensure AI reliability in a domain where errors are simply not allowed?”

Yang offers: “Typical data-driven AI learns from historical data and performs inference based on statistics alone. Our physics-based AI, by contrast, directly embeds scientific laws—such as mathematics and physics—into the algorithm itself.”

In electrical engineering, for example, the concept of Kirchhoff’s circuit laws define how currents and voltages behave. Physics-based AI incorporates such physical principles as hard constraints within the algorithm. Rather than relying solely on probabilistic interpretation, as large language models do, it combines fact-based physical calculations with statistical inference—creating a hybrid approach.

“Purely data-driven AI can fabricate statistically-likely answers when faced with unfamiliar or unseen scenarios,” Yang said. “Physics-based AI, however, is bound by immutable physical laws. These laws act as a leash, preventing runaway behavior and ensuring that the AI produces physically valid solutions—even for situations not found in historical data.”

By introducing physics-based AI, SPP was able to improve both the accuracy and speed of grid interconnection studies—where countless patterns must be evaluated through advanced simulations. This outcome represents the culmination of Yang’s leadership and Hitachi’s accumulated expertise.

Hitachi iQ: Accelerating AI Through Proprietary Infrastructure

In the world of generative AI, massive pre-trained models are used to perform inference. The more capable the model, the larger its memory footprint. Ideally, the entire model would reside in high-speed DRAM, but in reality, its size often requires reliance on large-capacity storage—inevitably slowing performance.

Physics-based AI places even heavier demands on infrastructure. It requires extremely complex computations and rapid access to massive volumes of simulation data. This is where Hitachi iQ comes into play.

In conventional systems, data reads and writes pass through the CPU and operating system kernel, creating significant overhead and performance bottlenecks. Hitachi iQ, however, bypasses the OS kernel and transfers data directly from storage to GPU, eliminating CPU wait times. 

Monroe explained its technical advantage with enthusiasm: “Traditional communication protocols are essentially one-way, limiting throughput to around 1.6 Gbps due to CPU constraints. Hitachi iQ aggregates multiple ultra-high-speed 800 Gbps connections and streams data directly into GPUs. Combined with Hitachi’s long-standing expertise in large-scale data lake technology, the architecture is designed around a single principle: never let the GPU sit idle.”

By optimizing software end to end to match GPU characteristics, SPP achieved dramatically higher performance—delivering faster processing with less than half the resources typically required. Moving forward, SPP will be able to advance its historic $7.7 billion transmission grid reinforcement plan and has exceeded its original target of an 80% reduction in analysis time—an outcome that would not have been possible without this collaborative framework.
